element was appointed to assist the Shire of Morawa with designing a masterplan for Solomon Terrace Community Precinct – a 2.9 hectare public open space in the centre of Morawa Town. The subject site has been under utilised for many years. The Shire’s new Strategic Community Plan 2022-2023, Tourism Plan, and Arts and Culture Plan have identified that Solomon Terrace public open space can connect and unify Morawa’s east and west neighbourhoods, providing usable, desirable community space in the heart of town for residents and visitors. The design of the masterplan reflects the objectives of the Shire strategic documents and aligns with the vision the Shire has for the precinct – a central place where residents and visitors can connect, hang out and enjoy the many experiences on offer.

Solomon Terrace Community Precinct Masterplan (the Masterplan) was developed with the community in mind. They and other key stakeholders were heavily engaged at key stages in the project timeline to ensure their feedback was heard and incorporated in the design of the community precinct. The precinct was designed to reflect the rural character of the neighbourhood and reflect the sense of place in Morawa Town.

To ensure a diverse range of users is catered for and a variety of amenities are considered, the Masterplan is divided into three thematic characters with each zone exhibiting its own quality and function. The three zones, Naturescape, Meeting Point and Active zone, were determined on their physical characteristics, nearby land uses and attractions, and current and intended future uses.

The enhanced public space is to be a community anchor that connects the two sides of the town together and the heart of various activities and experience. The Masterplan is a high-level strategic document that guides the detailed design of the precinct ensuring the character and quality is retained throughout the development of the precinct.
