The Project

Queens Gardens in East Perth on Whadjuk Nyoongar country. It lies along the traditional bidi (path) of Balbuk, as well-known Noongar woman whose cultural responsibilities extended from Matagarup (now Heirisson island) along the ridge towards Gooloongup (where the Perth Railway Station is now built). After colonisation the area was dug up by brickmakers who exploited the rich, clay deposits surrounding the waterways and swamps. In the late 1890s, the abandoned claypits were converted into ponds, and the area was reinvented as a public park featuring the aesthetic qualities of the Picturesque style of landscape design. Since its opening in 1899 Queens Gardens has provided a place for relaxation, contemplation, and general quiet enjoyment. Queens Gardens is recognised for its statue of Peter Pan by the sculptor Sir George Frampton, a replica of the original in Kensington Gardens, England, which was donated by the Perth Rotary Club to the children of Perth in 1929.

Our Role

element was engaged to undertake a Heritage Management Plan (HMP). The main objective was to update the first conservation plan to address gaps, include a wider range of stories, and acknowledge the presence of Whadjuk Nyoongar people and their values associated with Country. We led a multidisciplinary study team that ensured appropriate insight and consideration into the Nyoongar heritage values, landscape architecture, arboriculture and environmental influences of the site.

Outcomes

We provided a comprehensive HMP and a practical Implementation Plan that the City’s staff can use on the ground on a daily basis.

The HMP provides advice for the ongoing health and management of the existing trees, and recommendations for succession planting. This will ensure the Gardens’ longevity while enhancing the cultural, historic and botanical narratives of the place. With input and guidance from Noongar Elder and plant expert Vivienne Hansen we provided policies to guide the City in replacement of some introduced species with endemic ones, while still retaining Queens Gardens historic and aesthetic values.

It is the City of Perth’s second Heritage Management Plan to consider both the Aboriginal and Historic heritage values of a place; the first being Stirling Gardens, which element also had the privilege to prepare for the City.
