element was engaged by the Perron Group to assist with the expansion of the Cockburn Gateway Shopping Centre into a large scale mixed use precinct with associated increases in floorspace, car parking, provision for residential development and variety of commercial and food and beverage offerings. To facilitate the future expansion a significant amendment to the Gateways Precinct Local Structure Plan (structure plan) was required.

Our Role

element commenced preparation of the structure plan amendment in 2013 with the objective of facilitating the next stage of major expansion at Cockburn Gateway. This involved the preparation of an amendment request and the associated supporting documentation and progression of the amendment through the City of Cockburn, Main Roads WA, Department of Planning, Lands and Heritage and the Western Australian Planning Commission.

element is now providing ongoing planning services to facilitate the next stage of development at Cockburn Gateway.

Outcomes

The Western Australian Planning Commission approved Amendment No.1 to the structure plan on 31 March 2020, facilitating the expansion of the shopping centre to 90,000m2 NLA retail and 20,000m2 NLA commercial floorspace and provision of up to 1,000 residential dwellings.
