119 Hope Street, White Gum Valley is an architecturally designed, masterplanned residential development comprising 28 dwellings made up of predominantly terraced housing and complemented by high quality apartments in low scale buildings.

Designed by MDC Architects and Officer Woods Architects for Salander Property, the development provides high quality medium density residential homes in a suburban setting. The design incorporates 60% open space and 57 deep root planting zones (9m² each), as well as verge landscaping and the creation of a small community play area.

element was appointed in 2016 to provide strategic planning advice and urban design services on the potential of the site. Following a body of community engagement workshops and urban design options, element initiated Amendment No.75 to the City of Fremantle Local Planning Scheme No.4 to increase the residential density coding of the site, subject to a series of additional criteria being met by a future development. These criteria related to housing diversity, sustainability, open space, landscaping, built form, car movement and parking and the preparation of a Local Development Plan (LDP).

element worked with the project architects to prepare an LDP for the site, meeting the additional development requirements. Following endorsement of the LDP by the City of Fremantle Council, element provided planning services associated with the preparation and progression of a development application.

element worked collaboratively with the City of Fremantle staff and Council, Department of Planning, Lands and Heritage, Western Australian Planning Commission and the surrounding community over a period of three years to facilitate a scheme amendment, LDP and finally a development application approval via the Metro South-West JDAP in December 2019.
