Waterbank is one of Lendlease’s Australian flagship developments. Situated at the eastern entry to the Perth CBD, the six hectare project will include a mix of apartments, offices, retail and commercial, along with a high level of waterfront, community and recreational amenity. It will connect the eastern edge of the city in East Perth with the Swan River, signalling a new gateway entry and providing a positive contribution to consolidating the Perth city skyline.
On behalf of Lendlease, and in conjunction with state and local government, element provided strategic and statutory planning services for the riverfront precinct in response to MRA’s Waterbank Design Guidelines. This included:
- Land assembly and development approval strategy;
- Development approval for the public domain and infrastructure works;
- Subdivision approvals; and
- Development approvals for several key development sites within the precinct.
Planning approvals were achieved within a complex stakeholder framework, requiring extensive negotiation with numerous agencies and service providers, each with interdependent issues which required resolution. Consideration of the Swan River interface required a sensitive planning and design response to leverage lifestyle and recreation opportunities, whilst balancing conservation and environmental issues. Our work has also supported Lendlease with a planning strategy that enables flexibility to respond to an evolving market over the life of the project.
