The Project

The Town of Victoria Park has developed a reputation for being a progressive organisation, responsible for the management, oversight and activation of a diverse range of destinations, places and cultural assets, many of which appeal to visitors from beyond the local area. The Town’s overarching vision is “a dynamic place for everyone,” guided by values that speak to integrity, innovation and proactivity and a mission centred on resilience, diversity, leadership and sustainability. The Town recognised the opportunity for an Arts and Culture Plan that brings this vision to life, celebrating a local sense of pride, safety and belonging and encouraging all people to have awareness and appreciation of arts, culture and heritage.

Our Role

element worked closely with the Town to develop the Arts and Culture Plan, the first of its kind for Victoria Park, centred on comprehensive feedback from the community. The Plan takes a creative yet practical approach, building on the direction set through the Strategic Community Plan (SCP) and responding to drivers in other key informing documents, guidelines policies and plans.


We delivered an inaugural Arts and Culture Plan that resonates with the local community, has buy-in from elected members, and develops a strong benchmark for future performance.  

Connecting with and complementing the SCP and other influencing documents, including the Social Infrastructure Plan, Public Art Strategies, Economic Development Strategy and Reconciliation Action Plan, resulted in an approach and strategy tailored to the Town of Victoria Park’s unique position.

What We Delivered
  • An in-depth audit of arts and cultural activities within the Town, based on extensive desktop and on the ground research and analysis
  • A bespoke Engagement Strategy which includes a Stakeholder and Communications Plan and project brand, targeting arts and cultural community and key consumers, as well as hard to reach groups including youth and students
  • Roll out of community and stakeholder engagement including a series of one to one sessions with key stakeholders, community think tanks and workshops
  • A comprehensive Arts and Culture Plan, including an overarching vision, strategic priorities and set of practical actions for the Town
