PLACE
Situated in Wembley, one of Perth’s most established residential neighbourhoods, Koh-I-Noor Nursing Home accommodates residents who need high level assistance due to their physical, cognitive or behavioural conditions. Acknowledging the increasing demand for this and for aged care facilities, and the preference to locate them within established areas with connection to local amenities and community, the Spine and Limb Foundation sought approval to demolish its original 41-resident facility and construct a new 80-resident development with a double storey nursing home and grouped housing.

element were appointed to provide planning strategy and advice, prepare a comprehensive development application and obtain development approvals.
OUTCOMES
Given the surrounding lower density neighbourhood and that the proposed development was more intense than the existing, a number of community and stakeholder submissions were received during the advertising period concerned with the development’s scale and impact.
The Metro-West JDAP required amendments to the building design and we resolved these issues, negotiating an outcome that enhanced the building’s relationship to the streetscape and contribution to local amenity, resulting in approval as part of a reconsideration of its earlier decision.
