Karratha Town Centre Revitalisation

Recognising the need to invest in and ensure the sustainability of its regional centres post mining boom, the state government identified Pilbara Cities and Karratha as the first centre to explore opportunities to transition from a mining town into a city of the north. This required an approach which moved beyond town planning and into the realm of strategic economic development – considering state and regional priorities, as well as local place aspirations.

ROLE

Element was engaged to prepare the Karratha Growth Plan and Town Centre Revitalisation Plan on behalf of the City of Karratha. Our approach combined meaningful engagement with key stakeholders, the development of a compelling vision for the town and the prioritisation of outcomes-based delivery. As the first Growth Plan for Western Australia, we developed a bespoke approach and methodology based on a holistic place ethos.

OUTCOMES

The Karratha Growth Plan provided a strong vision for diversification and sustainable growth of the town to 50,000 people. It was supported by a framework to guide delivery of strategies with a focus on normalisation of the residential market and enhancement of the town centre as a civic destination. It has set the benchmark for the preparation of subsequent Growth Plans, which consider in equal measure the economic and social priorities required to achieve sustainable growth along with the role of public and private sector in achieving this.
