The Project

Elevate 2020 represents a significant investment in one of the State’s most important cultural assets that will realise the original architectural vision for activation of the rooftop of the heritage listed Art Gallery of Western Australia (AGWA). The project will deliver a new rooftop sculpture walk and flexible event space that will complement the operation of the Perth Cultural Centre and enhance the identity of AGWA as a prominent cultural institution in the heart of the city centre.

Our Role

element was engaged by the design team to provide statutory planning advice and secure development approval for the project through DevelopmentWA, including handling engagement with key stakeholders and preparing a comprehensive development application report to support the proposal.

element is also assisting the project team in implementing the approval, through ongoing engagement with DevelopmentWA.


Working collaboratively with DevelopmentWA and the Elevate 2020 project team, element provided strategic advice and managed the development approval process in consultation with key statutory authorities, to deliver a development approval that meets the needs of key stakeholders and respects the cultural heritage significance of the place.

The project received development approval from Development WA in June 2020.
