The Project

element has worked closely with the City of Melville to develop a comprehensive adaptation of its Place Performance Model to be used by City officers to determine the baseline performance of its urban centres, transport corridors and other key precincts. The Assessment Framework is an easy to use toolkit whereby places are classified into a hierarchy before indicators are measured through a variety of tools including checklists, infrastructure audits, consultation and analysis devices.

Our Role

To support the roll out of the Place Assessment Framework, element delivered a series of place making modules to executive and staff members. Site assessments were undertaken with staff members, where trials and refinements of the Place Assessment Model were made to customise the toolkit specific to the needs of the City and create understanding amongst new users.

Outcomes
  • element delivered training workshops for the City of Melville staff to kickstart interest and appreciation of the role place making can play in shaping
    and improving urban centres and communities. The toolkit was developed as an interactive, easy-to-use tool which included guidance on how to classify the significance/function of a place, preassessment checklist, performance indicators, a suite of tools to conduct the assessment (checklists, audits, surveys and data analysis), a dynamic Place Performance Diagram, and guidance on and examples of appropriate Place Responses.
  • Close collaboration with the key City staff who took on a role of championing and refining the tool was critical to its successful adoption and ongoing implementation.
