The Project

28 Lyall, South Perth is a premium mixed-use development that will set a new benchmark for apartment living in the South Perth Peninsular. Designed by Bates Smart for CEL Development and Sirona Capital, 28 Lyall comprises a collection of premium apartment residences supported by commercial and community land uses at the lower levels. The approved 38 storey development comprises an elegant, slender tower situated above a clearly defined podium, and represents a unique and highly identifiable building that has been informed by a detailed analysis of the local context.

Our Role

element was appointed to provide statutory planning advice and secure development approval for the project through the Metro Central JDAP. This included engagement with key stakeholders and assisting with mediation through the State Administrative Tribunal.  

element is also providing ongoing advice to CES Sirona Lyall (WA) Pty Ltd to assist in implementing the approved development.

Outcomes

element worked collaboratively with the City of South Perth and the project team to progressively refine the design of the development, in order to achieve design excellence and compliance with the complex statutory planning framework. This resulted in planning approval being issued by the Metro Central JDAP in November 2019.
