The Project

The Bayswater Railway Station upgrades were originally announced by the State Government in April 2018, as part of the implementation of the broader METRONET Strategy. The project will deliver a range of significant upgrades to the Station and associated pedestrian infrastructure, which will support its evolution as a significant interchange station providing connections to the Forrestfield-Airport Link and the potential Morley-Ellenbrook Line.

Our Role

element was engaged by the Public Transport Authority (PTA) to provide planning services and secure development approval for the Bayswater Railway Station upgrade through the WAPC.

In addition to preparing and progressing a development application, element provided strategic advice to the PTA in developing an appropriate approvals strategy and navigating the complex stakeholder environment, resulting in the delivery of a high quality design solution in a timely manner.

Outcomes

Working collaboratively with the PTA and a broader consultant team, element provided strategic advice and managed the development application process in consultation with key statutory authorities. This resulted in development approval being issued by the WAPC in November 2019.

Our involvement also ensured maximum value for money for the PTA, by minimising costs and contractual risks, and ensuring delivery within key milestone dates.
